NT Fisheries Act Section 30
A Fisheries Officer may at all reasonable times without warrant:
(a) do any of the following:(
e) require a person mentioned in paragraph (d):
(i).........
(ii) to produce immediately evidence of the person's identity.
If the person fails to follow the requirement, the officer can take further action if he/she believes it necessary eg arrest.

Yes, might be "no permits" but access to some areas has been lost according to the NLC map below.

Speaking on ABC Radio this morning, Ms Scrymgour said the registration system would increase anglers' safety in intertidal zones — a key concern of traditional owners.
"We do so see accidents happening in some of those areas. Often we don't hear about it but it does happen," Ms Scrymgour said.
"What we've done here is to meet the wishes of traditional owners to look at and to make sure that … particularly for our rangers, they know who is coming into those areas, so if anyone gets into difficulty or something happens, we're at least able to respond.
"It's not about keeping people out. It's about looking at what's the best way in which we can respond to assist people and know who is out there. That is the right of any land owner."

Am I correct to say it’s only the inter tidal waters? If it’s a 5 m tide and I’m in 6 m of water, would I not be in Australian waters?

Here is the detailed NLC Finniss/Perons map and the Mini Mini/Croker map.
It appears the Finniss River situation is pretty much the same.
Not sure about the Little Finniss as yet, hard to tell from the map. Will seek clarification.
Perons perhaps not such a big deal as I assume not many people who go there fish those shallow areas.
What will hurt a few is the loss of the rocky shallow area around Point Jenny, there has been some big barra caught around those rocks over the years.
Otherwise, the changes don't seem to make a big difference in that region.
The waters around the islands in the Croker region are closed according to the new map zonings, that will hurt those who like to take the long trips out that way, it is an exciting, wild area.
A lot of those new yellow "registration" areas all over the place.

It includes the Little Finniss and all the coastal creeks up around Point Blaze. It's their intention to take all that coastline and in the future all the Anson creeks aswell

Yes, it does appear that Little Finniss and Fog Bay coastal creeks are now off limits, with just a short stretch of the Finniss River still available.
Also this from the Groote Eylandt fishing club on FB: "It is regrettable that I have to inform all anglers of this year's Groote Eylandt Barra Champs, that the comp will now have to be cancelled, after the fishing access changes announced by the NLC this week. Most of the waters that our competitors would usually fish, traveling from Groote Eylandt, have now been closed to recreational fishing. Our decision has been made primarily due to safety concerns. Specifically because access is now limited to more remote areas of Blue Mud Bay. It could be dangerous to encourage people to travel further and to access unfamiliar waters. It would also be unfair for those who have fished the first weekend of the competition. A full refund of entry fee is available for all competitors. Available at the members draw Sunday @7pm. 7/03/2021."
This new access arrangement is something of a disaster for recreational fishing as fishos can no longer visit some important fishing areas. A big dint in the Top End lifestyle.
This is on top of areas already lost, such as the northern portion of the Tiwi Islands, most of Arnhem Land, etc.
There's still plenty of good fishing area but will the closures keep expanding with each passing year?
While it might be tempting to think NT fishos are unlucky, many bad things have been happening against recreational fishing across Australia, with a complete snapper ban in SA because the fishery collapsed; in Tasmania scientists walked off the state government's salmon farm committee because of perceived poor management of the industry, and there have been tens of thousands of escaped salmon doing who-knows-what damage to the ecosystem; across Australia there have been ever-tightening bag limits due to fishing pressure; marine park closures ... and the effects of global warming on top of it all.
That said, some good work is being done by conservation groups, the southern shellfish reef restorations are impressive, the huge old oyster reefs were mined for lime and killed well before most of us were born, these reefs are now being restored.
Nonetheless, time for a bourbon.
