First off the motor needs to go, I don't have the exact figures on me at the moment but you are only permitted to have a motor within a certain percentage of the overall max horsepower. It needs a sealed deck, and the freeboard height is 700mm, so with a GS you will have to raise the handrails to achieve this. If has a underfloor fuel cell this will have to be ditched, as you will require a survey spec tank ( A tank within a tank), survey approved foam fitted to "level flotation" specifications, and the hull will have to have a stability booklet drafted up by a navel architect. And you will need a full structure booklet drafted up as well. If you know someone that has the exact same boat in the same level of survey and can convince them to make a copy for you then half of the battle is done. Other wise this is an expensive process. Stability booklet-$2k approx, Hull structure drawings-$1.5k+, modifications cost-$5-8k Depending on level of survey. PLUS you have to pay the actual surveyor to do all the inspections and certificate, and to top it off it will need to re-meet survey an a few years time and if standards change the changes need to be made to the vessel before they will re-survey it. An after all that you need all the approved safety gear which is more costs.
It is alot of work and money, hence why survey vessels cost so damn much, I believe that hire boats under 5m have a vastly different requirements, you can have one put through with out having to survey it but they need yearly inspections and are not allowed out if sheltered waters. It would be worth looking up as the standards have changed this year.

Hope this answers some questions, I'm not an expert but have a basic knowledge of the overall process.

Cheers
