Is there an easy way of adding all that up?
We know the Gov. will never get it all but i reckon there's at least 2 or 3 good boat ramps in that lot.

Many other states have a provision for loss of licence if you dodge fines. Might work here?
Then again, they will just drive unlicenced I suppose

Better make that 2 good ramps and a decent length jetty somewhere voted by the land based fishos.
Even a local council can recover unpaid fines and unpaid rates!
