I guess they will rebuild until the insurance companies refuse to insure, or premiums get too high.

Florida Keys problems is that it is very flat, and much of Florida is reclaimed wetland.

Most of the America mainland side of the Gulf is made up of deltas, lagoons, bayous and wetlands. For the size of the population it's quite amazing really.
