The PGFC runs a junior fishing clinic each year and gives away kite to the attendees, incl tackle box, rod, reel, line and a few lures.
A couple of the kids a few years ago sold their gear once the clinic finished. Entrepreneurs? Little buggers?

So how do you work out who gets the stuff?

Maybe we could start a pool where gear could be donated but its hard to sort out who is most deserving
