I think there's also a bit of hype associated with disaster relief arrangements between the Fed and State govts. The more descriptive the language, the larger the Fed govt's share of relief costs.

Qld Premier Pal-a-sxyz (Wheelbarrow) arrived in Rocky and Yeppoon (at least the name Giles is pretty easily to get your mind around) made a vice-regal drive-by and left with words "utter devastation" ringing in everybody's ears. Media loved it.

Most residents reacted with what is she talking about? Does that mean we'll get power/water back on sooner?
