Yes, there may be impacts where tracks exist but you could argue that for tracks into any fishing spot, and close them all!
People arguing against probably already have access to such places
Affordable private fishing camps run by stations is the answer, but as said, when a big rich-person's tourist facility is started on a cattle lease then you have to ask if it is fair.

Maybe I need a tinfoil hat or something but I smell a turd in that the government will and probably has offered up anything to get the Xavier Frances fella to come back to the CLP and this poop is the fallout of what was offered to him. It isn't like this government has a track record of giving a stuff about what the electorate thinks.
