The push for fishing licences "so we can get better infrastructure paid for by our licence fees" is a mug's game.
The money has always been available. We already pay, literally, billions of dollars too much.

The Libs threw billions at failed schemes. Some were operated by their cronies.
They even caused people to kill themselves with their blunders (Robodebt).
Further, the cashless card cost more than $10,000 per recipient to implement, and failed. Should have just given the money to poor people, instead of treating them like crims.
Some of the Liberal actions look like outright crime, perhaps why they resisted an ICAC. Hopefully Labor will nail them as they have promised an ICAC. Unfortunately a lot of what is done is soft corruption, legal but plainly wrong, or just incompetent.
Given the waste, support for fishing licences and any other new government fees appears foolish.

A licence is when the government takes away your rights, and then sells them back to you.

A boat registration is simply income for the Govt. Its also a form of identifier for enforcement authorities.
Both outcomes are undesirable for the average fisherman.
Govts promise that boating/fishing improvements will result from a licence fee. Enforcement authorities promise greater safety on the water via a licence fee.
A big problem is the declining access to fishing grounds via the native title mechanisms and national parks declarations.
NLC want a significant annual payment to their member NTOs for that access.
It doesn't seem that the NT Govt wants to pay that annual fee and there's no info on how much access any amount of annual payment might bring. But you can bet that an annual boating/fishing fee from rec fishers wont come anywhere the amount that the NLC is looking for so the pressure will mount via increasing closures.
The NLC would spill the amount that a licence fee would raise at morning tea.
Luckily NT fishers have AFANT to look after their interests(after AFANT's are looked after first).
We'll see NT barra fishers travelling to Qld or WA to go fishing shortly.
There are a lot of Qld barra fishers who don't go the NT anymore because of uncertainity associated with that access hassle.
