Made my blood boil reading this article earlier in the night having kids in that age bracket.
Overloading a tinny little boat with 5 kids all without life jackets in croc infested waters. Just stupid!
Even without the croc factor it just wrong for a parent to put their kids in that situation.
Hope the parents saw the article and gave themselves an uppercut for risking their kids lives.

No excuse for over loading a boat. Probably several boating laws broken

The reason myself & most of my mates ended up hanging around Darwin 30 odd years ago was the lack of bureaucracy - anyone wanting the crapola legislated
into everything they do in their lives, move somewhere else please ......
