I wouldnt argue with a qouter system for pros and if they think about it the pros that do it seriously might get a better dollar for there fish as the market wouldnt get as flooded. I also think that the sunday warriors with a licence need to be pulled out of the industry making it more viable for the pros making a living off it. This would help but still I doubt it would solve the problem.
As for killing the fish before they get to sporn. Well in most cases they spread out over various shoals and rivers so dont become so easy to catch when not in sporning agrigations. Sporning agrigations make them a easier target than normal in my oppinion because they are so predictable at that stage.

Heres some maths as an example. Two years ago when I used to do charters I counted 30+ boats every day of the months of March/April between charles point to gilruth point all pulling Jewfish.
60days x 30 amature boats x 3 people per boat = 5,400 Jewfish dead
6 major charters with 10 people average. 6x10x40days=2,400 Jewfish dead.
Note that I say i Jew per person as was the un official pact that we had between charter skippers back then for day charters and the number 40 would be the average days at sea for all of those charter boats as a estimate.
I heard 11 ton was caught by one pro in that area for that period. (not sure how acurate but wouldnt doubt it).
so 11,ooo kg divided by 5 kg (approximate amount weight pulled of one jew caught that is sellable.) = 2,200 jew dead.
Now times the pros by 3 = 6,600 fish dead for the two months.
Makes for pretty interesting sums. Thats a total of 14,400 dead sporning Jewfish from one agrigation. Times that by a million eggs or what ever it is and you have a hell of a lot of dead fish.
Hope my maths is good or im going to look like a dichhead but if thats correct surely it cant be sustainable!
I would also like to see the the amount of released fish dead! people thinking that there doin the right thing and releasing them but are really killing fish!
This doesnt even take into account other areas and other times of year it is just one agrigation.

Changes in management need to be hardcore and done quickly if the recently released charter boat jewfish catch graph represents the real situation. It looks like a fisheries management emergency to me. Have a read about the demise of jewfish elsewhere and you will see what I mean.
The two fish bag limit for amateurs was only ever a shift in resource allocation to the pro sector until the pro catch was reined in either through quotas or some other system, as was mooted. But nothing has happened to pro catch management as far as I am aware, and until it does happen the amateur sector can consider itself shafted.
I have attached a couple of reports here, one shows what has happened to the pro jewfish catch in recent years. The NT Government has commissioned some good studies on jewfish over the years.

We wont miss them until they are gone. I was talking to an old timer who fished the Lakes Entrance system and he gave it away. He said “ we used to get heaps of fish and then for some reason we ended up with nothing so I gave it all away and retired. I still dont understand why they just stopped'
